Out Of Region Skiers Welcome

Clarification of RULEs:
4.02 "National Tournament Qualifications" and
4.03 "Regional Tournament Qualifications"

see: 2009AWSARuleBook

There have been various applications of this rule.
The Eastern Regional EVP, Pat Byrne has stated that he would approve any OOR skiers at the Eastern Regionals. ANY skier from anywhere can ski in the Eastern Regionals.

In the Eastern Region we have had cases where skiers from other states and other countries even have skied at the Eastern Regionals for world ranking list standing or to meet the regional championship tournament requirement for nationals.

When the registrar sets up for scoring, USA-WS membership database will have skiers home states and/or country or federation listed. The running order will be generated with the OOR skiers skiing first in each division / event for score only, not for regional placement.

This will satisfy a skier’s national qualification requirement to ski in a regional championship tournament.

Just last year at the 2008 Eastern Region Championships we had several skiers do exactly this. Some came because it was significantly closer for them than where their regionals was being held. One skier missed their event at their regionals and entered the Eastern Regionals late to meet the requirement so they could ski nationals.

There have been others in the past that skied their regionals but missed qualifying for Nationals and skied the Eastern Regionals to try to qualify for the nationals by exceeding the rating he needed. A skier can ski in their regionals for placement, and another regionals for ranking or just to ski.

Any Skier who wants to ski for placement must meet the 10 week rule, and have skied 50% + of their skiing in the East. That still exists because we still have the process in place that qualifies a skier who places at the regionals without achieving ranking list qualification (years ago it was ratings). In this case, if a skier wants to ski for placement the two EVPs need to APPROVE it ahead of time. In all other cases of “skiers skiing just to ski” and meet the requirement for nationals, EVPs need only be notified.

The 2010 Eastern Regionals has been given the green light to accept ORR entries from other regions or from other countries. Unfortunately for the skier, they don’t get to ski for a Eastern Region trophy.
